So your area would ideally be the place where you can prove your current residence.
This could be through either Aadhar, Passport, Voter ID, Ration Card, Landline bills and in some cases bank account of PSB’s.
If you can arrange for any of these documents for a particular RTO, you can apply for a driving license. I think the document requirement at most RTOs would be uniform by now. Which means, if you could confirm the requirement at one, it would apply to all.
